The Green Card (Labourer)

The Green CSCS card is the entry-level card for the construction industry. It is designed for workers who need site access for general labouring work but do not hold a trade-specific NVQ qualification.

The Blue CSCS card is for qualified tradespeople who have completed formal training and hold a nationally recognised qualification in their trade. It is the standard card for most construction workers who have finished their apprenticeship or NVQ.

How to Upgrade from Green to Blue

Upgrading from a Green Labourer card to a Blue Skilled Worker card is one of the most important career steps in construction. Here is how to do it:

Step 1: Choose Your Trade

Decide which construction trade you want to specialise in. Consider your interests, the work you have been doing, and the demand for different trades in your area.

Step 2: Complete an NVQ Level 2

There are three main routes to gaining an NVQ Level 2:

  1. Apprenticeship — a formal training programme combining on-the-job learning with college or training centre attendance. Typically lasts 2–3 years. Often funded by the employer. Best for younger workers or those starting a new trade.
  2. On-site assessment (OSAT) — an NVQ assessor visits your workplace to observe and assess your skills against the NVQ standards. Ideal for experienced workers who already have the skills but lack the formal qualification. Takes 6–12 months. Costs £500–2,000.
  3. College course — attend a further education college part-time or full-time. Combines practical workshops with theory. Takes 1–2 years.

Step 3: Ensure Qualification Is Registered

Your NVQ must be registered on the CSCS database by the awarding body (e.g. City & Guilds, Pearson, NOCN). Check with your NVQ provider that this has been done.

Step 4: Check Your HS&E Test

You need a valid HS&E test pass (less than 2 years old). If your test pass from when you got the Green card has expired, you will need to retake the test.

Step 5: Apply for the Blue Card

Apply online at cscs.uk.com. Select “Skilled Worker” as your card type, confirm your NVQ and test pass are on the system, upload a photo and pay £36. Your new Blue card will arrive within 10 working days.

Do I Need a Green Card First?

No. If you already hold an NVQ Level 2 in a construction trade (for example, from completing an apprenticeship), you can apply directly for the Blue card without ever holding a Green card. The Green card is only needed if you want to work on site before you have obtained your NVQ.
